Hougang MP asks National Development Minister about Upgrading Programmes

At the parliament sitting on 23 November 2009, Member of Parliament for Hougang and Secretary-General of the Workers’ Party, Mr Low Thia Khiang, asked the Minister for National Development, Mr Mah Bow Tan, about the Interim Upgrading Programme and the IUP Plus Lift Upgrading Programme.

The following are Mr Mah’s written reply extracted from the Hansard.

1. Mr Low Thia Khiang asked the Minister for National Development (a) whether he will list the precincts of HDB flats which have undergone the Interim Upgrading Programme; and (b) for each precinct (i) where are they located; (ii) which Town Council’s management do they fall under; and (iii) what is the amount of funding given.

Reply from Mr Mah Bow Tan:

HDB introduced the Interim Upgrading Programme (IUP) in 1993 to complement the Main Upgrading Programme (MUP) and bring the benefits of upgrading to more estates.  While the MUP is targeted at older flats which were built before 1980, the IUP was rolled out for flats that were built between 1981 and 1986.

190 IUP precincts were announced from 1993 to 2001.  The budget for the IUP was $4,000 per flat.

The distribution of the IUP precincts by Town Councils is:

Reply from Mr Mah Bow Tan:

The IUP Plus was introduced in 2002 to replace the IUP.  It is a combination of two programmes: Interim Upgrading Programme (IUP) and Lift Upgrading Programme (LUP).  It is also targeted at blocks built between 1981 and 1986.

The budget for the IUP component of the IUP Plus is $2,400 per flat.  The budget for the LUP component is the same as standalone LUP projects.  It varies depending on the block configuration and is subject to the $30,000 per Benefitting Unit cost cap.

84 precincts were selected for IUP Plus from 2002 to 2006.  The distribution of IUP Plus precincts by Town Councils is:
